ARBER is the ARB Equipment Registration software for the Transport Refrigeration Unit (TRU) ATCM and the Drayage Truck Regulation. The ARBER system was designed to provide owners of TRU or TRU generator sets (gensets) with a method of registering their equipment online to determine compliance with the TRU ATCM. ARBER will automatically issue an ARB identification number (IDN) for fully compliant TRU/TRU gensets. Initial registration in ARBER will allow you to create a company profile, establish users and user accounts for your company, and receive an Owner Operator Number (OON). TRU Status Information | This is not a required field. Check this box only if the unit for which you are entering information is rented or leased to another operator. | Guidelines for owners who rent or lease equipment are available on the TRU Advisories page. |
Registered Owner Information | ||
Registered Owner | This is the default for this field. If you are not the registered owner of this TRU or TRU generator set, see below. | "Owner" is defined in the TRU ATCM. |
Third-Party | Check this box if you are not the registered owner. If you are not the registered owner of this equipment you must have a third-party agreement in place in order to enter information for the registered owner. | Users who are entering information for the registered owners are known as "delegates." Delegates must provide certification information to the registered owner of the equipment. Third party agreement forms are available on the TRU forms page. These forms must be received by ARB 10 days prior to registering information on the equipment. |
Owner EIN | Enter
the EIN belonging to the owner of the equipment. This is a
required field only if the "Third-Party" button above is selected. This EIN must match the owner EIN on the third-party agreement. This field has a "mask" and the number must be entered in the proper format (all numerical): XX-XXXXXXX. |
If you are entering TRU
information for the registered owner, you must
provide the owner's Federal Employer Identification Number (EIN).
ARBER uses this number to link the equipment being registered
to
the owner. Federal Employer Identification Numbers (EIN) are provided to ARB through the third-party agreement forms. These forms must be received by ARB 10 days prior to the time the delegate enters the information for the owner. |
