ARBER is the ARB Equipment Registration software for the Transport Refrigeration Unit (TRU) ATCM and the Drayage Truck Regulation.  The ARBER system was designed to provide owners of TRU or TRU generator sets (gensets) with a method of registering their equipment online to determine compliance with the TRU ATCM.  ARBER will automatically issue an ARB identification number (IDN) for fully compliant TRU/TRU gensets.  Initial registration in ARBER will allow you to create a company profile, establish users and user accounts for your company, and receive an Owner Operator Number (OON).  The information below is provided to help registrants complete the TRU Model Information page in ARBER.

Below is a list of the terms used, further information, entry instructions, and links to additional information on the ARBER TRU compliance web page.  Your TRU owner's manual and TRU dealership should be consulted if you have trouble locating specific information on your unit.

Information submitted must be true, accurate, and complete.  Within 30 days of a change in ownership or compliance status, the new information must be entered in the ARBER system.  This includes updates to the company profile and primary contact information.  Failure to report updates or submittal of false information is a violation of state law subject to civil and criminal penalties.

TRU and TRU Generator Set Model Information
TRU Status Information This is not a required field.  Check this box only if the unit for which you are entering information is rented or leased to another operator. Guidelines for owners who rent or lease equipment are available on the TRU Advisories page.
Registered Owner Information
Registered Owner This is the default for this field.  If you are not the registered owner of this TRU or TRU generator set, see below. "Owner" is defined in the TRU ATCM.
Third-Party Check this box if you are not the registered owner.  If you are not the registered owner of this equipment you must have a third-party agreement in place in order to enter information for the registered owner.   Users who are entering information for the registered owners are known as "delegates."  Delegates must provide certification information to the registered owner of the equipment. Third party agreement forms are available on the TRU forms page.  These forms must be received by ARB 10 days prior to registering information on the equipment.
Owner EIN Enter the EIN belonging to the owner of the equipment.  This is a required field only if the "Third-Party" button above is selected.

This EIN must match the owner EIN on the third-party agreement.  This field has a "mask" and the number must be entered in the proper format (all numerical): XX-XXXXXXX.
If you are entering TRU information for the registered owner, you must provide the owner's Federal Employer Identification Number (EIN).  ARBER uses this number to link the equipment being registered to the owner.

Federal Employer Identification Numbers (EIN) are provided to ARB through the third-party agreement forms.  These forms must be received by ARB 10 days prior to the time the delegate enters the information for the owner.
TRU/TRU Generator Set Information
TRU/TRU Generator Set Unit Type Click one of the radio buttons to indicate whether the unit is a TRU or a TRU generator set.  The default value is TRU.   The default value for this field is TRU.  If you are encountering problems finding the appropriate manufacturer, etc. on the drop-down lists for this page, it may be related to this button.  Manufacturer names are specific to TRUs or TRU generator sets.  If the manufacturer of the unit you are trying to register is not listed, you will need to contact the ARBER Administrator at arber@arb.ca.gov or call the TRU Help Line at 1-888-878-2826 (1-888-TRU-ATCM).
TRU/TRU Generator Set Manufacturer This is a required field.  Choose a TRU or TRU generator set manufacturer from the drop-down list. If you cannot locate your manufacturer, see above and make sure you have the proper radio button selected.  
TRU/TRU Generator Set Model This is a required field.  Enter the TRU or TRU generator set model name that is shown on the unit identification plate.   The model name is typically located inside the housing on the chassis frame.  TRU manufacturer's service bulletins are available describing where to find unit model names.  See Carrier Unit & Engine Label  for ARBER.  See Thermo King Unit and Engine Label for ARBER.

Model Year
Enter the 4-digit year for the model. The model year is shown on the unit identification plate, which is typically located inside the housing door or attached to the chassis frame.  TRU manufacturer's service bulletins may be available from TRU dealers and service centers describing how to determine the model year from the unit ID or the unit serial number.  See Carrier Unit & Engine Label  for ARBER.  See Thermo King Unit and Engine Label for ARBER.  Ask your TRU dealer for assistance.

Serial Number
Enter the TRU or TRU generator set serial number that is shown on the unit identification plate. The serial number is typically located inside the housing door and attached to the chassis frame.  See Carrier Unit & Engine Label  for ARBER.  See Thermo King Unit and Engine Label for ARBER.  Ask your TRU dealer for assistance.

Unit ID
This is not a required field.  If you own a Thermo King TRU, please enter the Unit ID from the unit identification plate. The unit ID is typically located inside the housing door and attached to the chassis frame.  See Thermo King Unit and Engine Label for ARBER.
Other TRU/TRU Generator Set Identifying Numbers
Vehicle Identification Number If the TRU is mounted on a truck or trailer:  Enter the Vehicle Identification Number (VIN).  This is a 17-digit number issued by the manufacturer for  trucks or trailers.
Vehicle License Number Enter the vehicle license number
Vehicle License State Enter the state where the above license number was issued.
Railcar Reporting Mark If the TRU is mounted on a refrigerated railcar:  Enter the railcar reporting mark assigned to the railcar by the Association of American Railroads. See TRU Advisory 08-03.
Shipping Container Number If the TRU is mounted on a domestic refrigerated shipping container or is a TRU generator set:  Enter the BIC Code assigned to the shipping container or the TRU generator set by the Bureau International des Containers. See TRU Advisory 08-03.
Company Equipment Number This is not a required field.  Enter the company equipment number assigned by your company.  You may enter the BIC code (see above) if the TRU is mounted on a domestic shipping container. See TRU Advisory 08-03.
TRU Status Information
TRU Status Click on the "Active" radio button if the unit is operational or able to be used. If the unit runs and could be operated

Click on the "Remove from Service" radio button to report the unit as non-operation and permanently removed from service. Choose "Remove from Service" if the unit cannot or will not be operated.  If the owner chooses not to bring a unit into compliance, they may disable the TRU in some obvious way, such as removing the fuel tank and battery from a trailer TRU.  See TRU Advisory 08-09 for more details.
  Click on the "Not in California" radio button to report the unit as permanently assigned to locations that will not go to California. Choose "Not in California" if the unit has been permanently reassigned outside of California, and will not go to California.

Click on the "Sold" radio button to report the unit has been sold to a new owner.  Provide the date of sale and the new owner company name, address, and contact information. This information is required.  Not providing the information may result in penalties against the former owner for failure to revise TRU IDN application information (as required by the application) and for any noncompliance that occurs after the transfer of ownership to the new owner.
