Agenda Item #

 Agenda Topic

08-3-1:

HEALTH UPDATE: Wildfire Smoke and Respiratory Symptoms in Children
This health update will discuss several recent scientific articles that investigated the health effects of fire smoke. The primary article is an analysis of symptoms reported by children enrolled in the Children's Health Study after the October 2003 wildfires in Southern California. The supporting articles investigated responses in adults exposed to controlled concentrations of smoke from a wood stove. Both adults and children reported respiratory symptoms, such as cough and eye irritation, with smoke exposure.

08-3-5:

Public Hearing to Consider the Adoption of the 2008 Proposed Amendments to the California Zero Emission Vehicle Regulations
Staff is proposing to amend California's existing zero emission vehicle (ZEV) program regulations to address current conditions and trends in zero and near-zero emission vehicle technology development as reported by the Independent Expert Review Panel. The proposed changes also respond to feedback provided by the Board at their May 2007 Board hearing. The proposed changes maintain the pure ZEV requirement and continue pressure to accelerate their development while providing greater flexibility with respect to fuels, technologies, and simplifying compliance pathways.

Public Meeting to Consider Revisions to the 2008 Lower-Emission School Bus Program Guidelines and Funding Allocations
The 2008 Guidelines for implementing the Lower-Emission School Bus Program are for the use of the local air districts in implementing the program using Proposition 1B funding primarily, and would also be used by local air districts in distributing AB 923 funds directed at school bus replacement. Staff is proposing to allocate Proposition 1B funds to replace the remaining pre 1977 model year public school buses in California first, and the remaining funding is proposed to be allocated to local air districts based on their model year 1977-1986 school bus population for model year 1977-1986 public school bus replacement and installation of ARB-verified Level 3 diesel retrofit devices on model year 1987-2006 school buses.
