10-10-1 Public Meeting to Consider Approval of the Sacramento County PM10 Implementation/Maintenance Plan and Redesignation Request
The Board will consider approval of Sacramento's PM10 Maintenance Plan and Redesignation Request.  The PM10 Plan demonstrates that the PM10 standard will be maintained in Sacramento County for the next 10 years, and requests that the County be redesignated to attainment.

10-10-2 Public Meeting to Consider Approval of Proposed Imperial County 2009 1997 8‑Hour Ozone Modified Air Quality Management Plan and 2009 Reasonably Available Control Technology State Implementation Plan
The Board will consider the approval of these plans, which address the remaining State Implementation Plan requirements for Imperial County as a result of United States Environmental Protection Agency’s December 2009 determination that Imperial County attained the 1997 8-hour ozone standard.

1.  "Nocturnal Chemistry in the Urban Boundary Layer of Los Angeles - Augmentation," University of California, Davis, $120,000.

Public Hearing to Consider the Proposed Amendment of the Airborne Toxic Control Measure for In-Use Diesel-Fueled Transport Refrigeration Units and Transport Refrigeration Unit Generator Sets, and Facilities Where Transport Refrigeration Units Operate
Staff is proposing amendments to the Transport Refrigeration Unit (TRU) Control Measure to expand the compliance options.  Additionally, the amendments would clarify the operational life of various types of TRUs.

10-10-7 Public Hearing to Consider Adoption of Proposed Amendments to the California Consumer Products Regulation, and to Hear an Informational Update on the Green Chemistry Initiative
Staff is proposing amendments to the Consumer Products Regulation that will set new or lower volatile organic compound (VOC) limits for a number of categories.  For several categories, staff will propose prohibitions on the use of certain toxic air contaminants, compounds with higher global warming potentials, and certain surfactants that are toxic to aquatic species.  Staff will also propose amendments to Method 310 to specify procedures to determine aromatic compound content in certain products.  In addition, staff will present an informational update to the Board on recent activities related to the Green Chemistry initiative.

10-10-8 Public Meeting to Hear an Update on Implementation of the Low Carbon Fuel Standard
Staff will update the Board on the implementation of the Low Carbon Fuel Standard, and the Board may provide additional direction to staff.  The update will include a report on the status of key elements of the program including the electronic reporting tool, recommendations of the Expert Workgroup, and progress on the Board's direction when it approved the Low Carbon Fuel Standard regulation.

10-10-9 Public Meeting to Hear a Report on Updates to Emissions Inventories for the Truck and Bus Regulation and the Off-Road Regulation Amendments to be Considered by the Board at the December 2010 Hearing
Staff will report to the Board on updates to the emissions inventories for trucks, buses, and off-road equipment.  The updates include methodological improvements; inclusion of new population, emission rate, and activity data; and adjustments to reflect the impact of the economic recession.  This is an informational report only; no action will be taken by the Board.  The emission inventory updates were made to support the amendments to the Truck and Bus regulation and the Off-road regulation that ARB will consider at the December 2010 Hearing.

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but do not specifically appear on the agenda.  Each person will be allowed a maximum of three minutes to ensure that everyone has a chance to speak.
