|97-2-1||Public Hearing to Consider Adoption of Proposed Amendments Pertaining
to Hairspray in the California Consumer Products Regulation
This item is to consider proposed amendments pertaining to hairsprays in California’s Consumer Products Regulation. Proposed amendments include postponing the January 1, 1998 55 percent volatile organic compound standard to June 1, 1999, inclusion of reporting requirements for hairspray manufacturers, and modifications to the variance provision to require mitigation of excess emissions in certain cases.

Content of Liquefied Petroleum Gas Intended for Use in Motor Vehicles
This item is in response to a petition from the Western Propane Gas Association (WPGA) to delay the propene limit on motor vehicle liquefied petroleum gas (LPG).
|97-2-3||Public Hearing to Consider the Adoption of a Proposed Regulation
to Establish a Statewide Portable Equipment Registration Program
Health & Safety Code section 41750 et seq. mandates the Air Resources Board (ARB) to develop and implement a uniform system for statewide registration and regulation of portable equipment. Once regulations establishing a statewide program are adopted and implemented, district authority to permit, assess fees, and adopt emission limits or control requirements for portable equipment and engines registered with the State is preempted. Districts, however, are directed to enforce the program, emission limitations, and control requirements in the same manner as a district rule or regulation.
Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board
Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
