98-5-1 Public Hearing to Consider Amendments to the Airborne Toxic Control Measure for Emissions of Hexavalent Chromium from Chrome Plating and Chromic Acid Anodizing Operations

The staff is proposing to amend the airborne toxic control measure for chrome plating and chromic acid anodizing operations to consolidate the State and federal chrome plating requirements into a single regulation, while maintaining the public health protection goals of both regulations. The amendments also clarify and simplify many of the federal requirements.

98-5-2 Public Hearing to Consider Amendments to the Ethylene Oxide Airborne Toxic Control Measure for Sterilizers and Aerators

The staff is proposing amendments to update and improve implementation of the regulation. In addition, the U.S. Environmental Protection Agency (U.S. EPA) has promulgated a federal regulation that will affect a few large sources that are also covered by the State regulation. The staff is proposing to consolidate the federal requirements into the State regulation.

98-5-3 Public Meeting to Consider a Draft Report: Planned Air Pollution Research Fiscal Year 1998-1999

The draft report, Planned Air Pollution Research: Fiscal Year 1998-1999 to be presented for approval, provides the plan for the Air Resources Board's (ARB) extramural research program for Fiscal Year 1998-99. The proposed projects contained in the draft report will be brought to the Board later as research proposals for Board approval.

98-5-4 Public Meeting to Consider Research Proposals:

Research Proposal No. 2361-203 entitled "Resuspension of Contaminated Soil as a Source of Airborne Lead", submitted by the University of California, Davis, for a total amount not to exceed $99,591.

Proposal Number 2360-203 entitled "Air Quality Impacts from the Distributed Generation of Electricity," submitted by Distributed Utility Associates, for a total amount not to exceed $98,960.

98-5-5 Public Meeting to Consider Fiscal Year 1997-98 Grant Awards for the Rice Straw Demonstration Project Fund

The Rice Straw Demonstration Project Fund was established to foster the emergence of a commercially self-sustaining market for Sacramento Valley rice straw by providing cost-sharing grants. Twelve grants requests were received and evaluated. Staff will recommend that the Board award $2.07 million to three projects.

98-5-6 Public Hearing to Consider the Adoption, Amendment, and Repeal of Regulations Regarding Certification Procedures and Test Procedures for Gasoline Vapor Recovery Systems

This item is to consider revisions to vapor recovery procedures to add a method for On-board Refueling Vapor Recovery (ORVR) compatibility, add temporary exemption from annual venting controls for airport refueler cargo tanks, add "tie-tank" test procedure to ensure system plumbing is correct, and various other changes to improve clarity and safety of test procedures.

Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

98-6-1 Public Hearing to Consider the Appeals of the City of Los Angeles from Order Nos. 041697-05 and 070297-04 of the Great Basin Unified Air Pollution Control District

The Board will hear the City of Los Angeles' appeals of orders issued by the Great Basin Unified Air Pollution Control District. The District orders impose control measures on the City to mitigate the air quality impacts of the City's water-gathering activities in the District (Order No. 070297-04) and special projects fees to cover District costs for developing control measures and related air quality analyses (Order No. 041697-05). As required by Health & Safety Code section 42316, the Board will render a decision on the validity of the control measures and the reasonableness of the fees.

*Off-street parking is available in the parking lot to the west and adjacent to 2020 L Street. Enter this lot from L Street or 20th Street. The cost for all day parking in this lot is $3.00. After parking in this lot, see the Security Officer in the lobby of 2020 L to make payment (exact change please). Street parking is also available.
