96-7-1 Public Hearing to Consider Amendments to the Air Toxics Hot Spots Fee Regulation for Fiscal Year 1996-97

The staff will propose amendments to the Air Toxics Hot Spots Fee Regulation for FY 1996-97 to base fees on a facility's public health risk or district assigned prioritization score. State costs are reduced by 34 percent for FY 1996-97.

96-7-2 Public Hearing to Consider the Amendment and Adoption of Regulations Regarding Stationary Source Test Methods

Test methods are used to determine compliance with Air Resources Board (ARB) or district emissions standards, support development of control measures, and develop emission inventory. The proposal is needed to incorporate improved emission measurement technology and to improve the quality of test data. These methods are the result of several years of consultation with the affected stakeholders and are consistent with corresponding U.S. EPA methods. To ensure statewide consistency in the application of the methods, the proposal would provide the ARB Executive Officer with exclusive authority to approve modifications to the methods as long as they are found to give results that are equivalent to the adopted method. This proposal is not expected to have significant economic impacts for the test firms and industrial community.

96-7-3 Public Hearing to Consider Amendments to the Hydrocarbon and Oxides of Nitrogen Emission Standards for 1995 and Later Utility and Lawn and Garden Equipment Engines Used in Snowthrowers and Ice Augers, and to the Carbon Monoxide Standard for 1996-1998 Off-Highway Recreational Vehicles and Engines

Staff will propose amendments to make the hydrocarbon and oxides of nitrogen emission standards optional for 1995 and later utility and lawn and garden equipment engines used in snowthrowers and ice augers, and to revise the carbon monoxide standard from 300 g/bhp-hr to 350 g/bhp-hr for 1996-1998 off-highway recreational vehicle engines.

96-7-4 Public Meeting to Consider Research Proposals:

Proposal No. 2272-195, entitled "Biofilter Technology for NOx Removal from Airstreams," submitted by University of California, Davis, for a total amount not to exceed $50,000

Proposal No. 2278-195, entitled "Loss of Particle Nitrate from Teflon Sampling Filters: Effects on Measured Gravimetric Mass," submitted by University of California, Davis, for a total amount not to exceed $52,899

Proposal No. 2273-195, entitled "Yields of Reactions of Intermediate Compounds Formed from the Initial Atmospheric Reactions of Selected VOCs," submitted by University of California, Riverside, for a total amount not to exceed $306,870

Proposal No. 2279-195, entitled "Refinement, Calibration, and Field Studies Involving Transportable Aerosol Time-of-Flight Mass Spectrometers," submitted by University of California, Riverside, for a total amount not to exceed $596,056

Proposal No. 2271-194, entitled "The Identities and Behavior of Multi-Functional Carbonyls in Simulated and Ambient Atmospheric Environments," submitted by University of California, Davis, for a total amount not to exceed $67,329


Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

Those items listed above which are not completed on September 26 will be heard beginning at
8:30 a.m. on September 27.
