96-9-1 Public Meeting to Consider the Status of Implementation of the Low- Emission Vehicle Program

In September 1990, the Air Resources Board (ARB) adopted the Low- Emission Vehicle and Clean Fuels regulations that require automobile manufacturers to introduce progressively cleaner light- and medium-duty vehicles with more durable emission controls. The regulations also require, beginning in 2003, that 10 percent of the largest manufacturers light-duty fleets must be comprised of zero- emission vehicles. Because of the long-term nature and technological challenges which the low-emission vehicle regulations present, the Board directed staff to provide an update at least biennially on the status of implementation of the regulations.

96-9-2 Public Hearing to Consider Amendments to the Area Designations for the State Ambient Air Quality Standards

This agenda item proposes changes to the area designations for State standards based on recent air quality data (1993-1995). Incorporated in these changes are those due to new air basins.

96-9-3 Public Hearing to Consider Amendments to the Assessment of the Impacts of Transported Pollutants on Ozone Concentrations in California

This agenda item is an update of the assessment of transport couples and incorporation of new air basin boundaries. It includes identification of one new transport couple (San Joaquin Valley to North Central Coast). It also includes new findings on South Coast to Mojave Desert transport and for the upper Sacramento Valley.

96-9-4 Public Hearing to Consider the Adoption of a New Test Method for the Determination of Volatile Organic Compounds (VOC) in Consumer Products;

The Adoption of Amendments to the Test Method Sections of the California Regulations for Reducing VOC Emissions from Antiperspirants and Deodorants, Consumer Products, and Aerosol Coating Products

Test methods are used to determine compliance with the VOC emission limits for anti-perspirants/deodorants, consumer products, and aerosol coating products (collectively called consumer products). These limits are established by the Air Resources Board. The proposal would replace the individual test procedures specified in the regulations. Method 310 would incorporate by reference these individual test procedures currently specified in the regulations, incorporate by reference eight new test procedures, incorporate a procedure to calculate the VOC content, specify the precision and accuracy of the method, and establish a procedure that the Executive Officer would use to enforce the consumer product regulations.

96-9-5 Public Hearing to Consider Adoption of Amendments to the California Regulations for Reducing Volatile Organic Compound Emissions from Consumer Products and Aerosol Coating Products

Staff is presenting the results of their technical assessment of the upcoming January 1, 1997 standards in the consumer products regulations. Amendments to the consumer products regulations are being proposed based on the staff s technical assessment, along with additional changes to clarify the regulation and improve enforceability. Finally, the volatile organic compound (VOC) definition in the consumer products regulation and the aerosol coatings regulation is being amended to exempt perchlorethylene as a VOC.


Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

Those items above which are not completed on November 21 will be heard beginning at 8:30 a.m. on November 22.
