Goods Movement Emission Reduction Program

Intent or Criteria:  The $1 billion Proposition 1B:  Goods Movement Emission Reduction Program (Program) is a partnership between the State Air Resources Board (ARB) and local agencies (like air districts and ports) to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors.  Local agencies will provide financial incentives to owners of equipment used in freight movement to upgrade to cleaner technologies.  Projects funded under this Program must achieve emission reductions not required by law or regulation.

  • On April 14, 2008, ARB received 19 proposals from nine local agencies for the $221 million in remaining FY2007-08 funds.

    This table provides an expanded summary and links to the complete FY2007-08 local agency applications received by ARB.  Each application includes both a written narrative and a project details table.  To view the written narrative, click the “Narrative” link in the first column of the summary table.  To view the project details, which include emission reduction benefits and funding details, click the “Details” link in the first column of the summary table.  In some cases, the local agency clarified or corrected numbers in the narrative after submittal, as documented in addendums.  The summary table reflects ARB's most up-to-date understanding of each proposal.  In addition to the narrative and project details attachments available through the table, ARB received and reviewed fiscal audits from each local agency.  These audits are available upon request.

Program Status:  The Legislature appropriated the first $250 million in the 2007/08 State Budget. Senate Bill 88 (Chapter 181, Statutes of 2007) is the implementing legislation for the Program, amended by Assembly Bill 201 (Chapter 187, Statutes of 2007).
  • Adoption and Implementation Schedule  

    The Board adopted the Guidelines and approved the funding targets and early grant projects on February 28, 2008 in Sacramento.  We solicited applications from local agencies to fund projects that directly reduce air pollution through the use of cleaner equipment and are now evaluating those applications.  ARB will hold a public hearing and allocate the remaining $221 million in FY2007-08 bond monies to local agencies on May 22 in Fresno.  We expect that those agencies will begin announcing the availability of incentives for equipment owners in Summer 2008.
