On September 23, the California Air Resources Board (CARB) will
vote to either adopt or reject greenhouse gas (GHG) emission
reduction targets submitted by each region as part of SB 375.   

I urge the Board to adopt agressive yet achievable GHG emission
reduction targets.  Targets must reflect and be predicated upon
changes in 1) current land use and transportation policies, 2)
government funding programs, and 3) practices; these changes must
be aimed at reducing reliance on travel by motor vehicles and
encouraging development of more efficient land forms and
transportation systems.

Reduction targets must be set based upon sound fiscal policies to
ensure that California maintains a competitive position in world
markets and that the quality of life people seek is provided now
and in the future.  

The Board needs to require and enforce the implementation of state
and local policies and actions that ensures public funds are
invested in integrated land development/transportation improvements
that provide maximum return per dollar invested, taking into
consideration the value of clean air and other environmental
betterments.

The Board needs to require the preparation of
Economic/Environmental Impact Reports for state and local policies,
funding programs and projects that have a potential for imposing
significant negative impact on air quality.

Unless the Board adopts agressive emission reduction targets,
future generations will be burdened by a lower quality of life and
higher costs for mobility, health care and other critical life
functions.
