Comment | We sent you earlier comments on these draft emission reduction target and the methodology used to develop them. We continue to believe that adopting per capita based emission reduction goals is a recipe for increasing each region's overall sir pollution and emission levels, since projected growth in population will more than offset any reductions achieved on a per capita basis. If CARB still insists on adopting per capita goals in order to facilitate comparisons between regions, we strongly urge you to also adopt absolute net GHG reduction goals for each region. It will do us no good if each person is reducing their GHG emissions, if the size of the population in each region is growing at a pace that creates a net increase in GHG emissions each yer. Each region should also have overall net GHG reduction goals that take into account population growth to ensure that we are actually meeting the mandates of SB 375. CARB should not undercut the goals of AB 32 and SB375 by only setting per capita goals for each region. That would leave CARB open to lawsuits for failing to implement the laws as written.
