| Comment | The ARB targets for greenhouse gas reductions are a good start but not tough enough. The U.S. military projects oil production will be down 10 million barrels per day by 2015. Local government needs expertise to help guide them toward the projects that will reduce their costs and help them prepare for the energy emergency that is coming.
