I am a small business owner with 15 employees.  The costs
associated with the adoption of the greenhouse reduction targets
will be costly to all of my employees and me.  My employees, who
live in Santa Clara Valley, have no pracatical alternative and will
have no alternative to driving to work.  Arbitrary targets are not
the answer.  Penalties on hard working employees are not the
answer.  Punishment of small business owners is not the answer.  I
have fought hard to keep my business in California even though
taxes here are the highest in the nation. I don't have to stay
here! By adapting these targets, CARB could not have constructed a
more convincing arguement for why continuing to doing business in
this State is hazardous to the health of small business.
