Comment | Dear Chairman Sawyer & Members of the California Air Resources Board, The proposed AB 32 Early Action Measures do not sufficiently address the urgency of the global warming crisis. The latest analysis published in the Proceedings of the US National Academy of Sciences, published online on May 22, 2007, (http://www.pnas.org/cgi/content/abstract/104/24/10288), shows the observed data on CO2 emissions is increasing at a rate 50% higher than the worst-case scenario considered by the UN IPCC. This means that to avoid disastrous consequences, the reductions in CO2 emissions must be much more rapid and more drastic than anticipated. The whole world is watching the Air Board to see whether it is willing to take enforceable steps now to implement California's historic global warming law in light of these latest scientific findings. We urge the Board, specifically, to adopt early action measures to: - Reduce diesel emissions from heavy-duty trucks; - Require ports to provide shore-side electrification to vessels; - Require cement factories to use energy more efficiently. - Provide Firm Deadlines and Commitments for Measures Contained in Tables 2 & 3 These measures will both reduce greenhouse gas emissions and protect public health by reducing toxic air pollution.
