  There is no question that we are having a GLOBAL climate change
occur. The causitive agents have been incorrectly identified as Man
Made green house gases. From current articles and publications, it
appears that only 5.5% of the global green house gases generated
are man made. California emits 1.2% of the man made green house
gases. The reality is that passing a Cap and Trade program in
California will not have any measurable effect on the GLOBAL
greenhouse gas emissions. Cap and Trade will basically add costs of
operation to businesses in California and restrict industrial
growth. This will increase costs of all goods and services that
require energy to produce. This is an added burden that
Californians can ill afford especially when the unemployment rate
is at 12.5%.
   The increased cost of Cap and Trade will disrupt the state
economy and stop recovery from the current recession. The Cap and
Trade plan is being pushed by finanical interests that see a new
market place for them to buy and sell commodities. This will
generate hugh windfall profits for the commodity traders. There has
been inadequate consideration given to the impact this new added
cost will have on the economy of the state.
   The focus of the CARB and businesses in the state needs to be on
making our businesses more efficient and less polluting. Our
manufacturing sector is one of the most efficient in the world. It
makes more sense to reduce green house gases by producing goods and
services in the most efficient facilities here in the USA instead
of having them produced in primitive inefficent plants in
developing countries. The greenhouse gases are a global phenomenon.
We need to focus on reducing man made greenhouse gases in other
ways than cap and trade if we want to reduce global green house gas
emissions..
