| Comment | Cap and trade does not lower emissions enough. It has too many give-a-ways and you cannot have any accountability for offsets. A revenue neutral fee and dividend with a graduated fee on CO2 with all dividends returned to citizens would offer market certainty, it would jump-start renewables, well paying jobs and more effectively lower emissions. Regional disparities would be very minimal. |
