Despite the defeat of Prop 23, to garner continued public support
for the cap and trade program requires greater public awareness and
understanding than currently exists. While CARB has been fully
transparent, the use of jargon and highly technical  language makes
it difficult for even the somewhat knowledgeable citizen to
comprehend the various proposals. I would encourage the use of
Executive Summaries and other forms of communication that make the
proposed changes more easily understood.
