I strongly support "Cap and Trade" with no free allowances for
polluting industries.  Economic and environmental analyses show
that controls will benefit the state financially, both in revenue
generation and in reduced healthcare costs from fewer pollutants in
the air.

Please choose the strongest available environmental and enforcement
options for these badly needed controls.
