Dear Chairman Nichols and Members of the Board:
 
I have been very relieved and happy to know that my state is taking
a leadership role in reducing the threat of global climate change
through the implementation of AB32.

However, I am quite concerned about one aspect of the cap and trade
section of the Act, namely the proposal to give away most pollution
allowances to businesses. This provision undermines the whole
purpose of cap and trade, which is to create financial incentives
to pollute less. Giveaways to large polluters make a mockery of the
Global Warming Solutions Act.

Please take strong action to restore meaningful consequences for
continuing to pollute. The public is ready for responsible movement
on this - an issue of the highest importance for our own and our
children's future health and prosperity.
