I'm delighted that you're moving forward on implementation of the
Climate Solutions Act. Yet I'm very disturbed that you're
considering carbon credit giveaways as part of the kickoff. This is
necessary neither politically nor in practical terms and seriously
undermines the purpose of the overall proposal. Please charge the
utilities and other large polluters the true value of their
credits.

We have no time to spare. And you have a governor, legislative
majority, and California population that will support you. The
results of prop 23 ought to make that clear. So please don't go the
expedient route. Go the necessary route.
