The California Air Resources Board is seriously out of touch with
the citizens of California if it is contemplating giving away
pollution credits to big polluters.  The lopsided recent defeat of
Proposition 23 should make that clear enough.  Please do not coddle
big corporations.  Please do not reward big polluters for polluting
by giving away pollution credits to them.
