| Comment | Chairman Nichols and Members of the Board, We were very glad to see that AB 32 saw overwhelming public supported at witnessed by the defeat of Prop. 23 in the recent elections. However, as far as proceeding forward in implementation, the devil lies in the details, and we think you will agree that it would be a bad idea to provide financial incentives to businesses that pollute- but giving away the vast majority of pollution allowances under the plan currently proposed will do just that. Please reconsider this portion of the implementation strategy. Thank you, Lance Glover |
