Comment | First I want to thank the CARB for taking climate change seriously enough to consider the ramifications. There's a lot of bad science floating around out there, and a lot of confusing and contradictory information even from the people who aren't denying the problem outright. This proposal takes a few steps in the right direction. The floating limit that adjusts over time, the minimum price on the emissions, these allow businesses to make incremental changes rather than forcing a drastic, immediate, expensive shift that will force businesses to change quickly, relocate in a hurry, or die. I think it might be worthwhile to consider making gross polluters pay for their permits, rather than just handing them out to anyone who wants one. That revenue can be earmarked for a specific purpose (public transit, alternative energy, maybe even a fund for cleaning up environmental disasters like the oil spill that devastated the Gulf of Mexico not long past) or just stuffed into the general fund if no consensus can be reached on a more fitting option. If we're going to do this, then let's do it right. |
