The proposed Cap on Greenhouse Gas Emissions and Market-Based
Compliance Mechanisms Regulation, including compliance offset
protocols has been proven to be unsubstantiated.  The GHG that
humans contribute to the atmosphere have an negligable influence on
global or local weather phenomenon.  The IPCC recently confessed
that the emphasis they placed on GHG and it's supposed impact on
the global climate is meant to influence wealth distrubution, not
the climate.  
The State of California cannot afford to play games with the
economy and peoples lifes with unnecessary regulation.  These
proposed regulations will cost needed jobs and increase the cost of
every day items negativly impacting all of our citizens.
I implure you to stop with these driconian regulations for the
health of California.
