| Comment | Cap and Trade can result in no solution if too many pollution credits are given away for free. I, and judging from the defeat of the Texas Oil initiative in Nov, most Californians want implementation of AB 32. Pollution credits should be phased out quickly, or become exorbitantly expensive quickly, otherwise there's no incentive. Assessments of the amount of pollution should be made independently of the polluters proposals. Thank you for your consideration in this matter.
