Please DO NOT go forward with this. This is a receipe for disaster
for all of California. Why should people or companies  pay to
pollute the air and then every company that can't afford to pay
will end up leaving this state and then where does that leave us?
With less resources than we have now. 

Our legislature has been an outrage in doing things that make NO
sense in a normal society and this yet another move that shows the
rest of the country how out of touch we are with reality.
