| Comment | In my studies, I have found that the only way to create a disincentive or to capture the negative externality of poor environmental behavior is to use carbon dioxide taxes as a mechanism. It may not be the final answer but it is the right step and hopefully the first of many steps towards responsible behavior in how we treat our precious natural resources. Please adopt a California Cap on GHG emissions! Thanks! |
