Thank you for considering allocation of cap-and-trade auction
proceeds for measures that will reduce greenhouse gas emissions and
related climate change impacts. I urge you to allocate a portion of
the funds to the Vessel Speed Reduction Initiative sponsored by the
Santa Barbara County Air Pollution Control District, Channel
Islands National Marine Sanctuary and Environmental Defense Center.
The VSR Initiative will reduce greenhouse emissions and will
provide significant additional benefits such as reduced air
pollution and protection of endangered whales from ship strikes.
Thank you for soliciting public comment on this issue. I wish you
