Subject:  07-1-10:  Report to the Board on the Carl Moyer Program
2006 Status Report

The San Luis Obispo County Air Pollution Control District
(SLOCoAPCD) appreciates the opportunity to address your Board on
the Carl Moyer Program Status Report (07-1-10).  Since the
inception of the Carl Moyer Grant Program, SLOCoAPCD has
successfully awarded $1.34 million dollars of funding to reduce
352 tons of nitrogen oxide (NOx) and 19 tons of diesel particulate
matter (Diesel PM) emissions over the lifetime of 52 engines
funded.  This success stems from our diligent efforts to create
partnerships with the Air Resources Board (ARB) and local
applicants who implement successful projects through San Luis
Obispo County.  

With the statewide success of the Moyer Program, to demonstrate
and realize an effective means of reducing mobile source air
pollution, the Legislature recently approved a significant
increase of funds through 2015.  Driven primarily by the increase
in funding levels, your Board modified the Moyer Guidelines in
2005 to ensure these public funds are allocated to secure real,
quantifiable, cost-effective emission reduction statewide.  In
addition, more State regulations are now in place and on the
horizon that will significantly affect the eligibility of Moyer
Program project categories.  While the intent of modifications to
the Moyer Guidelines is to protect the use of public funds, the
SLOCoAPCD, along with other air districts throughout the State, is
concerned that the significant increase in administrative burden to
both the districts and applicants will make it difficult to sustain
the Moyer Program success.  

On February 8, 2006, the California Air Pollution Control Officers
Association is scheduled ot meet with Ms. Catherine Witherspoon to
discuss the numerous concerns that currently exist with
implementing the Carl Moyer Program Guidelines.  We are hopeful
these discussions will be fruitful and result in Guideline
modifications that will maintain a fiscally sound allocation of
public funds, secure the much needed emission reductions
statewide, and provide effective streamlined protocols to assist
local Air District staff in the program’s implementation.  We urge
your Board to support your staff in working with the local air
districts who are on the front-line of Moyer Program
implementation to refine Moyer Program Guidelines in a manner that
will ensure continued success for future Moyer Program funding
cycles.
