I have just seen the new report on Recommendations to Implement
Further Locomotive and Railyard Emmissions Reductions, and this is
also a very important report like The Technical Options Report was.
 It will be very important to acheiving major new locomotive
greenhouse gas and diesel pollution reductions to change federal
regulations to allow California to implement tougher standards. 
And we should create an organization to do this that includes other
state agencies of California, other states that are also adversly
impacted by pollution from line haul locomotives, local air
resources boards, and others to work to get the laws changed.  But
while thisis going on, there needs to be an incentive system for
the railroads to update their locomotives and railyards.  It will
take both incentives and law changes.  There maybe some additional
grants that can help beyond the major oneslisted in the report. 
The Federal Railroad Administration may have some and the Port of
Los Angeles when they made the deal with the manufacturer of the
all-electric powered drayage trucks for 25 more trucks and the
manufacturing plant set up in the City of Los Angeles also included
aprovision that so much money from each truck sold or least here
and internationally would go to the Port of Los Angeles as one of
its funding sources for environmental programs.  One of the Port's
goals is cleaner line haul locomotives operating on its property. 
So this could be another sourceof funding to clean up line haul and
switch locomotives as proposed in the recommendations.  I am also
glad that ARB is still interested in the hydrogen power switch
locomotive of BNSF because the only exhaust from hydrogen is pure
water vapor.  The work on improving diesel engines to make them as
clean as possible is something that can be done now as an
intermidiate step to hydrogen power.  Electric power is also an
important key to reducing railyard pollution.  Electrifying the
rail lines in the Southcoast Air Basin will be a majo help so will
a maglev line that connects the ports to near dockintermodal
