I hereby rearin incorporate by reference the complete record of the
2012 AQMP in total with all drafts including but not limited to the
DEIR & FEIR & Socio Economic study and all proceedings in the
matter including links etc.. including meetings informal &formal
etc..

 This is comment No. 1 of several. 1/16-13 for self and PSPC the
Public Solar Power Coalition for the SIP. AQMP 2012 SCAQMP/CARB

I question what was or is in the record in the proceedings for the
2012 AQMP etc cited above in total that carb has used and will use
in this proceeding. Attorney for the carb Daniel Whitney
total me on a telephone call at aprx. 4:30 pm Monday 1/14/13 that
the record for the 2012 aqmd ie all related documents ,  including
references and meetings etc was not part of the record of the carb
1/25/13. If not what is?
     Also  Mr Whitney didn't return my call of later in the evening
of 1/15/13 requesting his answer in writing through an email. That
request is made again here now.  In addition what is in the record
if not the full record leading to the Dec, 7,2012
SCAQMD 2012 AQMP?  Please respond asap.

PS I tried vis ve The Notice in this matter as well as throught the
Agenda  for electronic service and could not connect on 1/14/13
Monday night and  through what was sent to me and the NOTICE 
"ELECTRONIC SUBMITTAL" LAST NIGHT TUESDAY 1/15/13 TO BE WITHIN THE
10 DAYS !?  What is the purpose of the 10 day in advance comments
submittal? How does it differ from the submittal date of noon
1/23/13 ? And again what is in/ on the record ?
