Comment | I just was informed about this insane bill that your going to tryto pass about tire pressure regulation!!! I relocated here from Airizona who has one of the toughest Air Quality Standards in the nation (Maricopa County). If you really need to generate revenue start with some simple laws that should also apply here as well. 1. All dump trucks and Vehicles that carry gravel, sand dirt, waste that can produce any type of dust must be Tarped while on main roads at all times. This does include if you are empty after dumping your load due to the fact the belly or bed is not clean and dust still rises into the air. This dust in the air (Particulates) causes the Air quality to become worse trapping gases and supposedly effecting the climate. They impose a fine if caught traveling with thier bed un tarped starting at 500.00. This applies to all types of earthmoving and trash equipment. 2. Implement that all construction sites maintain a track out control device for entrance and exit to an unpaved jobsite. The trackout device must be 25' wide by 50' long with 4" of track out rock. This rock is to be maintained on a regular basis to help clean the tires of trucks and vehicles driving on and off the job sites. If there is no track out control device it is an automatic (In AZ) $ 10,000.00 fine. If the trackout device is not to proper specs it is also a fine. If there is dirt more than 20' from the end of the track out is is a fine up to $20,000.00. The dirt that comes off tires also turns into dust and rises into the air causes air quality issues. 3. All earthmoving job sites must provide water support if any mechanical device is moving on the job site. This could be a scraper, Motograder, skiploader, or even a vehicle. I have seen fines by the (Dust police) that have been in excess of 45K. I do understand that building has slown down substantially but there is still building going on and this needs to happen to reduce poor air quality. 4. Any site with earthmoving shall have a dust inspector (unanounced) montior the job site. They shall be trained in what is and isnt acceptable dust content. If there is a large quantity of dust observed there will be a dust ticket issued and fines start at 14K. 5. Any site with exposed earth shal have a crust over the entire site while working and also while not working on the job site. If anyone observes excessive dust blowing they can call in a complaint and if an inspector verifies there is blowing dust and no attempts to supress the dust there will be a fine. 6. Every builder, developer,contractor shall have in there posession at the jobsite a Dust permit. This also shall be posted on a sign visible to the public for dust complaints with a phone number to contact Aor quality Department. This also generates revenue for the goverment at a county level for the cost of a dust permit is (In AZ) 300.00 avg. 7. The state shall train contractors in the earthmoving, excavating industry, concrete paving, Underground pipe laying, etc. All measures required to control dust and be certified by attending a class which the developer must pay for. This also generate dollars for the counties. 8. The State or County shall hire and train "Air Quality Inspectors" to monitor dust control from the smallest demolition to the largest earth moving sites. Do not attempt to pass a mandate that we get our tires checked, it will not go over well. Especially when we have to drive these terrible road conditions anyway. Maybe we should start fining the state for damage to our tires due to the poor quality of roads and highways. Thak you and I do hope you implement a dust control policy.
