Comment | The San Francisco Electric Vehicle Association is strongly supportive of the Zero Emission Vehicle Program. At its best, it has created the cars that have allowed thousands, including many of our members, to drive zero-petroleum, zero-carbon, zero-emission battery electric cars. I am one of the lucky few; my Toyota RAV4 EV has driven 58,000 miles, and regularly transports me to Sacramento on one charge from my solar PV system to plead the case for BEVs. Unfortunately, the Program has lost its way. Once a program leading to the near-term commercialization of ZEVs, it has become an incomprehensibly complicated research and development program for hydrogen and fuel cell vehicles. ZEV commercialization has unnecessarily been delayed a decade or more. The thousands of electric cars that once were driving the roads of California were mostly confiscated by their creators without rebuke by CARB or any consequence whatsoever. The credit glut and system gaming by the automakers mean a very limited number of ZEVs will be produced in Phase II. Since the 2003 revision, the program has become the Zero Zero Emission Vehicle Program as far as consumers are concerned. Many consumers want a ZEV option now. To get back on track toward ZEV commercialization, CARB must not reduce the number of ZEVs required in Phase III. |
