PUBLIC WORKSHOP TO DISCUSS IMPLEMENTING THE HEAVY-DUTY ENGINE INCENTIVE PROGRAM |
Dear Sir/Madam:
The staff of the Air Resources Board (ARB) will be holding a second public workshop to discuss implementation of
a heavy-duty engine incentive program. Governor Wilson and the legislature have authorized $25 million to fund
the program, called the Carl Moyer Memorial Air Quality Standards Attainment Program. The incentives are grants
that would cover the differential cost of cleaner on-road, off-road, marine, and locomotive engines.
At the workshop we will discuss project requirements, how local air districts and port authorities can request
funds to establish a local program, and other issues. Based on the input we receive at the workshop, staff will
be developing proposed guidelines for program implementation. The proposed guidelines will be considered by our
Board at a public hearing in February 1999.

Attached is a staff discussion paper (WP6 - 23K) or (Acrobat
- 43K), which includes background information and a basic description of the program. At the workshop, we plan
on discussing basic program issues in the morning, and focusing on specific project categories in the afternoon.
The first draft of the evaluation criteria and calculation methodology for each specific project category were
