SUMMARY OF IN-USE VEHICLE EMISSIONS COMPLIANCE TESTING AND RECALLS IMPLEMENTED IN 1999

This summary of in-use vehicle emissions compliance testing represents all testing by the In-Use Compliance Section of the California Air Resources Board's (ARB) Mobile Source Operations Division in 1999. Information included in the summary from each test program consists of the following:

The emissions levels in this report represent the average emissions for vehicles in the engine family as represented by the test sample. Engine families that emit more than the allowable standards but exceed that standard by less that ten percent are considered failures, however, no corrective action is pursued. These cases are listed as marginal failures.
Also, a historical summary of all test programs conducted by the In-Use Compliance Section since 1983 is included. However, certain details in the 1999 summary discussed above are not included in this historical summary.
Additionally, all voluntary/influenced/ordered recalls implemented during calendar-year 1999 are listed for your information. The recalls listed are the result of voluntary recalls and service campaigns initiated by the applicable manufacturer, as well as any recalls resulting from the ARB's in-use compliance testing program.
Finally, a table showing all recalls implemented during 1999 as a result of the emissions warranty information reporting program is included as well as a summary of all EWIR-related recalls from February 1990 through December 31, 1999.
