Public Meeting to Provide Guidance to Manufacturers Regarding the Certification Regulations for On-Road Motorcycles,
Off-Road Motorcycles and All-Terrain Vehicles |
Since 1978 the Air Resources Board (ARB) has certified on-road motorcycles, and off-road motorcycles and all-terrain
vehicles have been certified since 1997. Recently, the provisions for these on- and off-road categories have been
amended for more stringent standards and the "green/red" sticker program, respectively.
Since 1996 the number of manufacturers seeking to certify these types of vehicles has increased from 10 to about
40. Almost all of the new manufacturers are small operations with limited staff for regulatory matters. In order
to assist these manufacturers, especially the small companies, in complying with ARB regulations, the ARB staff
will hold a public meeting to discuss the requirements and manufacturer responsibilities for emissions certification
in California. Issues discussed include the certification process, reporting requirements, test procedures, small-volume
provisions, tampering, post-production compliance and inspections.
