Summary
The On-Road Voucher Incentive Program takes the current criteria of the Carl Moyer Program Fleet Modernization program and streamlines the requirements for both participants and air districts. By streamlining the guideline requirements, the goal of the voucher program is to provide funding opportunities for fleets with 10 or fewer vehicles to quickly replace or retrofit their older heavy-duty diesel vehicles. Fleet owners that operate vehicles with 2002 or older model year diesel engines may be eligible for funding towards the purchase of a replacement vehicle that has a 2007 or newer engine. Fleet owners that operate vehicles with 1994-2006 model year diesel engines may be eligible for funding towards the purchase of an exhaust retrofit.Trucks owners can be based anywhere in California and can apply at any of the participating dealerships or retrofit installers.

Truck owners can get applications from one of the participating dealerships or retrofit installers.Funding Amounts:
- Truck replacement grants range from $10,000 to $45,000
- Exhaust retrofit grants range from
$5,000 to $10,000
Minimum Participation Criteria:
- Owned and operated in California 75% of the time for the previous 2 years
- Fleets with 10 or fewer heavy-duty diesel vehicles
- Old diesel vehicles with a Gross Vehicle Weight Rating (GVWR) of 19,501 pounds or more
- Operating a minimum of 15,000 miles per year or consuming 1,500 gallons of diesel fuel per year during the previous two years
- Replacement vehicle has a 2007 or newer engine that is at or below 1.20 g/bhp-hr NOx and 0.01 g/bhp-hr PM
- Retrofits must be ARB verified
