Advisory on Good Faith Efforts and Expected Regulatory Changes (November 13, 2013)
  • Mail-Out 13-28 explains how ARB will recognize specific good faith efforts that owners have made to comply with the January 1, 2014 deadline and how owners can report and take advantage of planned regulatory changes that would increase low-use thresholds, allow owners to opt-in to a number of flexibility provisions, amend the "NOx exempt" vehicle provisions, and grant additional time to comply with the PM filter requirements for vehicles operated in certain areas.

Advisory on Extension of Particulate Matter Filter Requirement for Certain Types of Cranes (July 10, 2013)
  • Mail-Out 13-17 provides a particulate matter (PM) filter compliance extension for certain types of cranes until January 1, 2018 and explains how compliance is determined when using the extension.

Advisory on Manufacturer Delays (July 9, 2013)
  • Mail-Out 13-15 clarifies requirements for the manufacturer delay extension and how compliance is determined when the fleet owner orders equipment four months prior to the compliance deadline.

Letter to Cleaire Customers (February 8, 2013)
  • Cleaire Advanced Emission Controls, Incorporated (Cleaire) ceased operations, and a Cleaire Customer Resources page is available to assist affected fleets.  The information will be updated as more details become available.

Frequently Asked Questions on Who Should Verify Reporting or Compliance and the Low-Use Vehicles Exemption (November 8, 2012)
  • Staff has posted two frequently asked questions.  The first one summarizes Who Should Verify Reporting or Compliance and the second describes the Low-Use Vehicles Exemption for the Truck and Bus regulation.

Advisory on the Recall of the LongMile Diesel Particulate Matter Filter System (October 25, 2012)
  • MSC Mail-Out 12-20 provides information on the voluntary recall of Cleaire Advanced Emission Controls, Inc. (Cleaire) LongMile diesel particulate matter (PM) filter system.  This recall will not impact or otherwise affect the ability of fleets to retain early compliance credits that may have been accrued with the installation of the original LongMile system. 

Advisory on the Extension of Particulate Matter Filter Requirement for Cranes for Calendar Year 2013 (October 11, 2012)
  • MSC Mail-Out 12-21 informs the crane operators on the delay of particulate matter (PM) filter requirements for certain types of cranes for one year (calendar year 2013).

Three Day Pass Form (June 29, 2012)
  • The Three Day Pass Exemption Form is now available for download.  A Three Day Pass is a temporary permit that allows a fleet owner to operate one vehicle per calendar year in California that does not meet the emission reduction requirements of the Truck and Bus regulation.

Reporting Status Certificate (April 20, 2012)
  • Fleet owners now have the ability to log-in to their online accounts to print a certificate that confirms the owner has reported complete information to the ARB.  In addition, staff has posted an online search feature that allows anyone to look up the company name of fleets that have reported to comply with the regulation.  Brokers and motor carriers can use the search feature to confirm whether the truck owners they hire have reported to the ARB.  This fleet information will be updated weekly.

Spanish and Punjabi Information Updated (March 22, 2012)
  • Several factsheets and frequently asked questions about the Truck and Bus regulation have been translated into Spanish and Punjabi.  In addition, the "How to Report in 2012 Summary" has been translated to Spanish including the printable reporting forms.

Fleet Calculator Update (January 31, 2012)
  • An updated version of the Fleet Calculator has been posted.  The Fleet Calculator is an Excel spreadsheet to assist fleet owners in evaluating various compliance strategies to comply with the Truck and Bus regulation. This update (version C) now includes a compliance option for log trucks, and corrects the alternative fueled vehicle credit calculation.  No other significant changes were made.

Advisory on the Extension of the January 31, 2012 Reporting Deadline to March 30, 2012 (January 23, 2012)
  • MSC Mail-Out 12-02 extends the Truck and Bus regulation reporting deadline of January 31, 2012 to March 30, 2012 to give fleet owners more time to submit their fleet information.  Reporting is required for fleet owners to take advantage of flexibility in the regulation.  This change does not extend the compliance requirements that began January 1, 2012. 

Fleet Upload Option Added(January 13, 2012)
  • A feature has been added to the Truck and Bus reporting system that fleet owners can use to upload their fleet information from an Excel spreadsheet.

The Office of Administrative Law Approved the Amendments to the Regulation (December 15, 2011)
  • On Wednesday, December 14, 2011, the Office of Administrative Law approved the amendments to the Truck and Bus Regulation. The amendments are effective immediately, with the first compliance date being January 1, 2012.

The Truck and Bus Reporting System Is Available (December 12, 2011)
  • The Truck and Bus regulation reporting system is now available for fleet owners to report diesel vehicle information at no cost.  From this site, you can report your company and vehicle information.  We encourage fleets to report early, before the January 31 reporting deadline.  If you have previously reported, you can access to your account by using your user name and password.

Final Rulemaking Package for the Amendments to the Regulation (November 8, 2011)
  • Staff have posted the Final Rulemaking Package for the amendments to the regulation. The package was filed with the Office of Administrative Law (OAL) on October 28, 2011, and OAL has until December 14, 2011, to make a determination.  The package includes the Final Statement of Reasons which includes ARB's responses to all comments received on the regulation during the public comment periods.

Advisory on the Delay or Suspension of the Installation of Particulate Matter (PM) Filters (September 30, 2011)
  • MSC Mail-Out 11-29 has been posted to address compliance, including early action credit eligibility, when a manufacturer of a verified diesel PM filter suspends sales and installations of a PM filter, or requires its removal for a particular engine family. 

September 8 Truck Regulations Advisory Committee (TRAC) Meeting (September 7, 2011)
  •  The meeting schedule and agendas for the September 8 Truck Regulations Advisory Committee (TRAC) and Subcommittee meetings have been posted at TRAC Meetings.  

Compliance Assistance Tool (August 5, 2011)
  • Staff has posted an updated version of the Fleet Calculator.  The Fleet Calculator is an Excel spreadsheet to assist fleet owners in evaluating various compliance strategies to comply with the Truck and Bus regulation.   Fleet owners can view automated compliance strategies for meeting the compliance schedule based on engine model year or can evaluate more flexible compliance strategies including the PM filter phase-in option, compliance credits, and special provisions.  The tool has been updated to reflect the amendments considered by the Board in December 2010 and reflects details addressed as part of the 15 day public comment period.

Overview of the Truck and Bus Regulation (May 6, 2011)
  • A fact sheet is now available that provides an overview of the regulation consistent with amendments considered by the Board in December 2010.

Enforcement Advisory regarding to the Postponement of Reporting Deadline and Administrative Changes (April 15, 2011)
  • Enforcement Advisory 427 explains administrative changes in implementing the requirements of the Truck and Bus Regulation.  The reporting date for agricultural vehicles and two-engine sweepers has been postponed from March 31, 2011 to April 29, 2011. The definition of “Farming Business” was clarified to allow farm management companies, that do not own or lease land, to take advantage of the agricultural vehicle provisions.  The advisory also addressed specialty vehicle exemptions, and the date for labeling the agricultural vehicles.

Reporting Date Postponed Until April 29, 2011 for agricultural fleets and fleets with street sweepers with Tier 0 engine (March 22, 2011)
  • The March 31, 2011 reporting date for agricultural fleets and fleets with street sweepers with Tier 0 auxiliary engines is being postponed until April 29, 2011 to give fleets more time to report. California Air Resources Board staff is preparing an advisory to reflect the change and will be updating related documents in the near future.

Compliance Assistance Tool (February 23, 2011)
  • The Fleet Calculator is an Excel spreadsheet to assist fleet owners in evaluating various compliance strategies to comply with the Truck and Bus Rule. It allows the user to input the engine model year, and emission control technology assumptions to determine what compliance options may be available to comply with the regulation for each calendar year.  Fleets can view automated compliance strategies for meeting the compliance schedule based on engine model year or can evaluate more flexible compliance strategies including the phase-in option, compliance credits, and special provisions.  The tool is consistent with amendments considered by the Board in December 2010.

Agricultural Provisions Reporting Information (February 10, 2011)
  • The online reporting system is now available for agricultural fleets to report.  Agricultural fleets that reported in 2010 can login to the online system to provide January 1, 2011 odometer readings and update vehicle information for 2011.  Fleets that are reporting for the first time can create an account and enter their information directly online without using paper reporting forms.  The user guide provides information on how to report and has the paper reporting forms. 
  • A factsheet is available that summarizes the agricultural vehicle provisions consistent with amendments considered by the Board at the December 17, 2010, Board Hearing. 

Summary of the Amendments Considered by the Board and Advisory about Enforcement Delay and Reporting Deadline Changes (January 7, 2011)
  • Enforcement Advisory 424 provides information about the enforcement delay of the Truck and Bus Regulation until January 1, 2012 and changes in the reporting deadlines for affected fleets.
  • A Factsheet is available that summarizes regulatory requirements consistent with amendments considered by the Board at the December 17, 2010, Board Hearing.

  • The Air Resources Board approved amendments to the Truck and Bus regulation, the Drayage Truck regulation, and the Tractor-Trailer GHG regulation.

Public Meeting on Emissions Inventories for Trucks, Buses, and Off-Road Equipment
(Posted November 4, 2010)
  • The Air Resources Board will conduct a public meeting on November 18, 2010, to hear a report on updates to emissions inventories for trucks, buses, and off-road equipment prior to considering amendments to the Truck and Bus and the off-road regulations at a hearing scheduled in December 2010. This informational item for the November meeting focuses only on the emissions inventory activity and emissions data and methods, and not the proposed regulatory amendments which will be considered in December.  Comments on the emission inventory used to support the proposed amendments to the Truck and Bus and Off-Road regulations may be submitted here.  

Regulatory Documents for Proposed Amendments to the Truck and Bus, Drayage Truck, and Tractor-Trailer GHG regulations (Posted October 28, 2010) 
  • The Air Resources Board will conduct a public hearing on December 16 or 17, 2010, in Sacramento, to discuss proposed amendments to on-road and off-road regulations to reduce emissions from diesel vehicles.  Specifically, the Board will consider proposed amendments to the Truck and Bus, Drayage Truck, and Tractor-Trailer GHG on-road regulations. The public hearing notice and staff report have been posted on the Rulemaking Activity web page.  ARB staff has posted additional supporting documentation and analyses for the proposed amendments to the Truck and Bus and Drayage Truck regulations at the AB 1085 Compliance web page.  A fact sheet summarizing the proposed amendments to the Truck and Bus regulation has also been posted.  Comments on the proposed amendments to the Truck and Bus, Drayage Truck and Tractor-Trailer GHG on-road regulations may be submitted here.

At these workshops, staff will discuss amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation), and the Off-Road Large Spark-Ignition Engine Fleet Requirements (LSI fleet regulation).

The Workshop Presentations and Updated Agenda for the August/September Workshops is Online (Posted August 31, 2010) 
  • Please note that the agenda for these workshops have changed. Staff will not be providing new regulatory proposals at this time. Instead, staff will be soliciting feedback on the revised emission inventories used when developing the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), and the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation). Additionally, staff will give a presentation summarizing the recently released report: "Estimate of premature deaths associated with fine particle pollution (PM2.5) in California based on U.S. EPA's methods".

    Finally, staff will hold an open comment period to solicit suggestions for further regulatory amendments, given the recently available information discussed in the workshop. Workshops on revised staff regulatory proposals will be held in September/October, 2010. To accommodate this additional series of workshops, and to provide time for public comment, staff will delay proposing regulatory amendments to the Board until December 2010.

    The hard copy materials will also be available at each location on the day of the meeting.

Changes in Upcoming Diesel Workshops (Posted August 25, 2010)
  • Staff of the Air Resources Board (ARB) is making some changes to the upcoming series of 5 statewide workshops pertaining to the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), and the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation).

    Staff is postponing tomorrow’s workshop in Fresno (August 26th) to Friday, September 3, 2010.  The time and locations of the workshop, including videoconferencing with Bakersfield and Modesto, remains unchanged.

    At all of the workshops, staff will provide an update on the changes to the emissions inventories underlying the off-road regulation, the truck and bus regulation and the drayage truck regulation as originally planned.  However, ARB staff needs additional time to evaluate and explore appropriate regulatory proposals and consider their economic impact on affected stakeholders, determine the effect of any changes on emissions over the next decade, and determine how to best protect public health in light of the health impacts of fine particle pollution (PM2.5) currently underway.  Once this work is complete, ARB staff will schedule additional workshops regarding the modified proposals so that we may receive stakeholder feedback and comments on the proposed amendments.

Delay of Board Hearing to November for Consideration of Amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck Regulations (Posted August 3, 2010)
  • Staff held workshops in June and July regarding proposed amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck regulations.  At the workshops, stakeholders requested additional time to review and comment on the following: 

    •    Details of planned emissions inventory updates for trucks and off-road vehicles,
    •    Specific draft regulatory language,
    •    ARB’s revised report on fine particulate matter (PM2.5) mortality estimates, a draft of which will be released later this summer, and
    •    Proposed changes to the Drayage Truck Regulation.

    To address stakeholders’ requests, the Board Hearing to consider the proposed amendments, currently slated for September 2010, will be moved to November.  In the interim, staff will hold workshops in August and September to discuss the revised emission inventory and the proposed amendments. This delay in the hearing date will provide sufficient time to hold the workshops and to make any necessary adjustments after the workshops.  A workshop notice will be forthcoming.

Unique Vehicle Determination for Certain Cab-Over Engine Livestock Truck and Trailer Combinations (Posted July 23, 2010)
  • Regulatory Advisory No. 417 identifies that certain cab-over engine truck and trailer combinations that are used exclusively to transport livestock, qualify for the unique vehicle provisions of the Truck and Bus Regulation. .

Public Meeting to Discuss Proposed Changes to the School Bus Provisions  of the Truck and Bus Regulation (Posted July 23, 2010)
  • The California Air Resources Board (ARB) invites you to participate in a public meeting to discuss proposed changes to the school bus provisions of the Truck and Bus Regulation. 

Disclosure and Record Keeping Requirements (Posted July 12, 2010)
  • Regulatory Advisory No. 416 provides information about disclosure and record retention requirements applicable to California on-road heavy-duty diesel vehicle sellers.

Training Course for Diesel Truck, Bus, and Equipment Sellers (Posted July 9, 2010)
  • On July 21st and 22nd, ARB will be providing training for sellers of trucks, buses, and trailers that operate in California.  The training will provide an overview of the regulatory requirements affecting truck, bus, and trailer owners, tools for compliance assistance, and seller disclosure requirements.  The trainings will be offered on July 21 in El Monte and July 22 in Sacramento.  The training course on July 22 will also be available by webcast.  If participants cannot attend one of the scheduled training dates, ARB staff is offering to host a pre-arranged interactive training where participants can attend online from remote locations.  More information can found at the training webpage.  

June/July Workshop Presentation (Posted June 22, 2010)
  • The workshop presentations have been posted for the upcoming June/July workshops to discuss proposed amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation).  A document detailing proposed minor amendments and clarifications to the in-use off-road diesel vehicle regulation has also been posted.

Workshops to Discuss Proposed Amendments (Posted June 3, 2010)
  • The workshop notice for the upcoming workshops in June and July is now available. At these workshops, staff will discuss proposed amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation).  In addition, an update on the emission inventories for the truck and bus and off-road regulations will be provided.

Surveys for the Truck and Bus and the Off-Road Regulations (Posted May 24, 2010)
  • Surveys have been posted to solicit fleet data, financial information, input regarding regulatory amendments for the Off-Road regulation, activity and load factor data.  The result of these analyses along with information obtained from other sources will help staff craft the proposed modification to the Truck and Bus and the Off-Road regulations and evaulate the cumulative effects of the amendments.  Any information that is marked confidential will remain confidential.  The deadline for submitting the survey information is June 1, 2010.  The surveys are posted on both the Truck and Bus and the Off-Road web sites.

  • A video recording of the May 6, 2010 workshop presentations about the emission inventory updates and proposed amendments for the In-Use On-Road Diesel Vehicle Regulation (truck and bus regulation) and Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation) is now available for those who could not participate.

May Workshops to Discuss Updates to the Truck and Bus and the Off-Road Emissions Inventories (Posted May 3, 2010)
  • The workshop notice for the upcoming May workshops is now available. These workshops will discuss updates to the off- and on-road emissions inventories used during the development of both regulations. Following the inventory discussion, staff will discuss and solicit input regarding potential amendments to the off-road and truck and bus regulations.

  • Meeting Notice for the April 22, 2010 Board meeting where staff will give an update regarding the off-road, and truck and bus regulations.

Regulatory Status for the Proposed Amendments and Administrative Changes (Posted March 26, 2010)
  • Regulatory Advisory No. 415 explains administrative changes in implementing the Truck and Bus Regulation and informs affected fleets of the changes in the proposed schedule for considering amendments to the regulation as part of ARB staff’s continuing evaluation of the emission impact of current economic conditions.

TRUCRS Online Reporting System Ready  (Posted March 23, 2010)
  • The TRUCRS online reporting system is now available for fleets to submit their fleet information.  The fleet owner can use the system to create a TRUCRS ID and login to TRUCRS to upload their fleet information from the 2010 Excel spreadsheet and to view the fleet information online.

  • The training series describes the requirements for the Truck and Bus regulation and the Heavy Duty Vehicle Greenhouse Gas regulation including details on how to meet the reporting requirements for 2010. Additional training seminars will be held in Napa on March 11, Bakersfield on March 25 (morning), Tulare on March 25 (afternoon), and Fresno on March 26.  

Free Training Seminars on the Truck and Bus Regulation and the Heavy Duty Vehicle Greenhouse Gas Regulation - Additional training locations added and the La Mesa Seminar moved to San Diego (Posted February 24, 2010)
  • The training series describes the requirements for the Truck and Bus regulation and the Heavy Duty Vehicle Greenhouse Gas regulation including details on how to meet the reporting requirements for 2010. Additional training seminars will be held in El Centro on March 15 and in Colusa on March 23.  Also, the March 16 training seminar originally scheduled for La Mesa has been moved to San Diego. See the list of all public training seminars scheduled to date. Staff also plan to add additional dates and locations.
  • Reporting is required by March 31, 2010, for fleets who wish to take advantage of agricultural vehicle provisions, and for fleets that operate two-engine sweepers with Tier 0 auxiliary engines.  Fleets subject to the Heavy Duty Vehicle Greenhouse Gas regulation also have reporting requirements in 2010.

  • Staff has posted dates for a series of public training seminars to discuss the requirements for the Truck and Bus regulation and the Heavy Duty Vehicle Greenhouse Gas regulation.  The reporting deadline for fleets who wish to take advantage of agricultural vehicle provision, and for fleets that operate two-engine sweepers with Tier 0 auxiliary engines, is March 31, 2010.  The training will help all fleets who wish to use ARB's compliance tools for compliance planning and reporting.  The training seminars will be held at various locations in the day and in the evening.  The training seminars will also be webcast on February 16, March 2, and March 18.  

Workshop to discuss the proposed amendments to the Truck and Bus regulation
(Posted January 14, 2010)
  • Staff has posted dates for workshops to discuss proposed amendments to the Truck and Bus regulation.  The dates and locations are January 20, 2010 in El Monte, January 25, 2010 in Sacramento and January 26, 2010 in Fresno.  The Sacramento workshop will be webcast, and live video feed has been set up for alternative locations (Modesto and Bakersfield) to telecast the Fresno workshop.

The Effect of the Recession on Trucking Emissions (Posted December 29, 2009)
Staff has posted information that provided the basis for the presentation of "The Effect of the Recession on Trucking Emissions" presented at the December 9, 2009 Board Hearing. This information documents staff's analysis of the impacts of the recession on trucking activity and resulting emissions. 


The 2010 Truck and Bus reporting forms available (Posted December 16, 2009)
The 2010 Truck and Bus Reporting Forms are now available for downloading for fleets that require reporting by March 31, 2010.  This includes fleets with qualifying agricultural vehicles, fleets that wish to take advantage of the vehicle retirement credits provision, fleets that operate two engine sweepers, and fleets that have installed diesel PM filters and want to claim early credits. Agricultural fleets reporting on March 31, 2010 must provide the odometer reading of their vehicles as of January 1, 2010.  Two engine sweepers having Tier 0 auxiliary engine must provide hour-meter reading as of January 1, 2010.


The Truck and Bus regulation was approved by the Office of Administrative Law on December 9, 2009 (Posted December 10, 2009)
The first reporting deadline is March 31, 2010 for fleets with qualifying agricultural vehicles, fleets that wish to take advantage of the vehicle retirement credits, fleets that operate two engine sweepers, and fleets that have installed PM filters and want to claim early credits. Agricultural fleets reporting on March 31, 2010 must provide the odometer reading of their vehicles as of January 1, 2010.
At the board hearing held on December 9, 2009 the California Air Resources Board (ARB) directed staff to propose amendments to the Truck and Bus Regulation that would provide additional flexibility for fleets adversely affected by the economy.  The board asked staff to evaluate alternatives that would meet emission targets and to focus on smaller businesses. The Board also asked staff to consider changing the March 31, 2010 reporting date (except agricultural fleets and fleets with two engine sweepers) to provide more time for fleets to submit their vehicle information.  Staff is now preparing its analysis and will be drafting suggested amendments for review.  Staff plans to hold public workshops in early 2010 to obtain stakeholder input.

Workshop on Impacts of the Economy on Emissions   (Posted November 19, 2009)
Staff invites you to participate in a workshop scheduled for December 3, 2009 to discuss what the impact of reduced economic activity is having on emissions from diesel-fueled trucks operating in California.  Staff will also discuss potential impact of economic recovery scenarios on future emissions.


Formation of TRAC Small Business Subcommittee and Solicitation for Membership in Subcommittees (Posted November 17, 2009)
We are inviting interested parties to apply for membership in a new Small Business Subcommittee as part of ARB's Truck Regulation Advisory Committee (TRAC).  This new subcommittee will focus on obtaining stakeholder feedback on ARB's regulatory implementation and outreach related to small businesses.  The Small Business Subcommittee invitation letter and the application have been posted.  The application deadline is December 18, 2009.
ARB staff is also looking for additional participation in the Reporting and Agriculture Subcommittees.  We are looking for about 10 additional members in each subcommittee.  If you are interested, we have posted the Reporting and Agriculture Subcommittee application.  The application deadline is also December 18, 2009.


November 10th TRAC Meeting (Posted November 5, 2009)

Final Rulemaking Package (Posted October 26, 2009)
Staff have posted the Final Rulemaking Package for the In-Use On-Road Diesel Vehicle Regulation (Truck and Bus Regulation). The package was filed with the Office of Administrative Law (OAL) on October 23, 2009, and OAL has until December 9, 2009, to make a determination.  The package includes the Final Statement of Reasons which includes ARB's responses to all comments received on the regulation during the public comment periods. The package for the amendments to the existing regulations was filed with the Office of Administrative Law (OAL) on October 19, 2009, and OAL has until December 3, 2009, to make a determination. 


Workshop on the Impact of Economy on Emissions (Posted October 23, 2009)
Staff postponed the workshop originally scheduled on October 28 to discuss the impact of the economy on emissions with the intention of re-scheduling the workshop to a future date.  Staff has now determined that re-scheduling the workshop before the December Board meeting will not be possible.

Announcement of TRAC Members and Meeting Date Change to September 1  (Posted August 20, 2009)
ARB has selected members for the Truck Regulations Advisory Committee (TRAC) and designated subcommittees.  The first meeting will be held from 10 am to 4 pm on September 1, 2009 at the Cal/EPA Building, 1001 I Street in Sacramento.  This is a date change and we apologize for any inconvenience.  The introductory and main TRAC meetings from 10:00 am - 11:00 am and 3:00 pm - 4:00 pm respectively, will be webcast, but members are asked to participate in person for the first meeting.  We have posted the TRAC meeting agenda and TRAC selected members and subcommittees.

Truck Regulations Advisory Committee (TRAC) Meeting Postponed (Posted July 21, 2009)
Due to significant public interest in participating in the Truck Regulation Advisory Committee (TRAC), we are extending the deadline for applying for membership to the TRAC to July 27, 2009.  In addition, to allow staff adequate time to evaluate the membership applications and select appropriate members, we are postponing the TRAC meeting originally scheduled for July 28, 2009, in Sacramento, to August 31, 2009.  The time and location of the August 31, 2009 meeting, as well as a proposed agenda, will be posted in the near future.  Staff intends to notify applicants by August 10, 2009, of their status on the TRAC.  We apologize for any inconvenience this may have caused.  If you have any questions on participation in TRAC, please contact Ms. Kathleen Mead, Manager of the Retrofit Implementation Section at (916) 324-9550.

Truck Regulations Advisory Committee (TRAC) Invitation Letter (Posted July 6, 2009)
We are beginning efforts to implement the Truck and Bus regulation and the Heavy-Duty Diesel Greenhouse Gas Emission reduction regulation. We are forming a truck regulation advisory committee (TRAC), which will be an informal committee established to assist in implementing the regulations. Staff is soliciting applications for membership to keep the size of the committee manageable, to allow for productive discussions, and to ensure TRAC represents a broad and diverse group of stakeholders.  Applications are due by July 15, 2009 and the first TRAC meeting will be held on July 28 in Sacramento. Revised Fleet Calculator Posted (December 10, 2008)
We have posted a revised Fleet Calculator (Version 4.0) for the proposed Statewide Truck and Bus Regulation.  The Calculator is an Excel file designed to assist fleet owners in determining compliance with the requirements of the proposed regulation.  The Calculator allows fleets to evaluate different replacement, repower, and retrofit strategies to evaluate various compliance options available under the proposed in-use on-road diesel vehicle regulation.

Board Hearing Notice and Regulatory Documents for Proposed Regulation Posted (October 24, 2008)
The Air Resources Board will be conducting a public hearing on December 11 and 12, 2008, in Sacramento to consider the adoption of a proposed regulation to reduce emissions from in-use on-road diesel vehicles.  The Board will also consider amendments to the regulation for in-use off-road vehicles, drayage trucks, municipality and utility vehicles, mobile cargo handling equipment, portable engines and equipment, heavy duty engines and vehicle exhaust emissions standards.The meeting notice, staff report, and all other regulatory documents can be found at the following link:   In-Use On-Road Diesel Vehicles Board Hearing Regulatory Materials.
The Statewide On-Road Capital Cost Model is now available on the fleet calculator page. The model is a Visual Basic module that runs within an Access database and utilizes Access queries. The modeling approach and assumptions are described in detail in Chapter XIII and Appendix J of the October 2008 Technical Support Document: Proposed Regulation for In-Use On-Road Diesel Vehicles.

“Statewide Truck and Bus Rule” and the “AB 32 Truck Efficiency Rule” Board Hearing Date Has Changed (August 25, 2008)
ARB Staff has been working hard to finalize its two regulatory proposals to reduce PM, NOx and GHG emissions from on-road trucks. These proposals are commonly known as the “Statewide Truck and Bus Rule” and the “AB 32 Truck Efficiency Rule”. An important part of this effort is to complete our analysis of the economic impact on the many different types of fleets that will be affected by these rules. We have also been meeting with many stakeholders, and are analyzing alternative regulatory proposals some have offered. Because of this effort, when coupled with the freeze on overtime associated with the budget impasse, we have concluded we will not be ready for the October, 2008, Board meeting. As a result, we have delayed the Board’s consideration of these two regulatory items to its December 11 & 12, 2008, hearing in Sacramento.

School Bus Fleet Average Calculator (August 12, 2008)
We have posted a fleet average calculator for the school buses on a new calculator web page.  It is a tool designed to assist school bus fleet owners in determining compliance strategies to meet the optional fleet average requirements or the best available control technology percent limits in the proposed regulation.  We have also moved the truck calculator to this new page as well.

Errata To The Revised Proposed Regulation for July 2008 (July 18, 2008)
We have posted errata to the revised proposed regulation.  The errata shows the correction to the requirements for schoolbuses that extends the compliance deadline for completing the installation of the highest level VDECS on all buses in a schoolbus fleet.  

Revised Proposed Regulation for July and August 2008 Workshops (July 17, 2008)
We have posted an updated version of the Proposed Statewide Truck and Bus Regulation for the July-August workshops.  ARB staff have considered the comments received, and have modified the proposal as appropriate.  The current release incorporates the comments taken in the previous round of workshops, as well as in other forums.  At the workshops, ARB staff plans to provide an overview of the current proposal and to discuss the associated changes in the proposed regulation.

Diesel Truck and Bus Survey (Nov. 16, 2007)
We have posted an on-line survey to gather information on the use of heavy-duty diesel vehicles in California. The purpose of the survey is to better understand the age and use of diesel vehicles used in different operations such as long-haul, local delivery, and other types of operations. We would like any person, business or corporation that owns or is leasing, for twelve months or more, any diesel powered truck, bus, pickup, or other vehicle to complete the survey. A hard copy version is also available.

We invite you to participate in the second workgroup meeting on Thursday, October 5, to discuss development of a control measure to reduce emissions from on-road heavy-duty diesel-fueled vehicles in private fleets. Workgroup meetings are intended to be informal meetings with key industry representatives to address technical issues and details in formulating regulatory concepts. Staff will take information from these meetings to prepare draft concepts for discussion with the general public in a workshop setting.

The workgroup meeting will be held from 9:30 to 12:00 in the Byron Sher Auditorium at the Cal/EPA Headquarters building on 1001 I Street in Sacramento. The meeting will also be webcast. The topics to be covered include the following:

We invite you to participate in the first workgroup meeting regarding on-road in-use heavy-duty diesel vehicles. A workgroup meeting is an informal setting to brainstorm and exchange information affecting different stakeholder groups. The meeting will be held on July 18, 2006. At the meeting, we plan to discuss: treatment of interstate trucks and buses, segmentation of the industry, and characterization of vehicle trips and quality of data sources. We also would like to discuss strategies used in previously adopted control measures affecting heavy-duty vehicles and preliminary control measure concepts for consideration in this control measure. Staff would like to solicit feedback from all interested parties on which approaches seem most effective, feasible, and enforceable.

As a result of comments received at the public workshops, we have posted a link to the Executive Summary of the Identification of Particulate Emissions from Diesel-Fueled Engines as a Toxic Air Contaminant. This document provides more information on the health effects and exposure of diesel particulate matter. We have also posted links to fact sheets on the Diesel Risk Reduction Plan.

The first set of public workshops to discuss developing a diesel particulate matter control measure for private fleets of on-road heavy-duty diesel-fueled vehicles will be held on April 5 in Sacramento, April 12 in El Monte, and April 13 in Fresno.
