The purpose of the Labor Relations Program is to promote harmonious labor relations between the ARB, it's employees and their employee labor organizations, and to establish procedures for the equitable and peaceful resolution of differences on labor relations matters. The Labor Relations Section represents the ARB in all labor relations matters with the Department of Personnel Administration, employee labor organizations, and the Public Employee Relations Board (PERB); develops ARB policies and procedures concerning matters related to the Labor Relations program; represents ARB management in Statewide collective bargaining negotiations and Board specific meet and confer sessions with employee organizations; provides guidance and assistance to ARB management in labor contract interpretation and administration; investigates and responds to grievances and complaints filed at the third level (Executive Officer) of review; and, develops and administers contract administration and other training programs relative to the labor relations program.
