2005 Statewide Railyard
Agreement (Execution Copy)
On June 24, 2005, the Executive Officer of the California Air Resources Board (ARB) entered into a pollution reduction agreement (Agreement) with Union Pacific Railroad (UP) and BNSF Railway (BNSF). The Agreement became effective on June 30, 2005, and remains in effect through December 31, 2015.
The Agreement provides up to a 20 percent reduction in diesel particulate matter (PM) emissions in and around railyards throughout the state. The Agreement’s key near-term emission reduction measures include:
Statewide idling-reduction program, including the retrofit of about 400 intrastate locomotives with idle reduction devices by June 30, 2008.
Maximize the use of state and federal ultra-low sulfur (15 parts per million maximum) diesel fuel.
Establish a statewide visible emissions reduction and repair program, and ensure at least a 99 percent compliance rate.
The Agreement also requires a number of efforts to gather information and assess advanced technologies to further reduce locomotive and railyard emissions in the future:
Community and air district involvement in the preparation of HRAs. (See Community Meetings below.)
Evaluation and development of measures to further reduce impacts on local communities.
Ongoing efforts to evaluate and assess advanced control technologies.
Provide a detailed assessment of remote sensing technology (RST) to identify high emitting locomotives, as required by AB 1222. (See Technology and Demonstrations webpage).
