The Hearing Notice was published October 2, 1998, for a Hearing on November
19, 1998, at 9:30 a.m. in the Air Resources Board Hearing Room in Sacramento, California. The final rulemaking
package was filed with OAL on October 1, 1999, and OAL disapproved the regulations on November 16, 1999. ARB
had a third notice of public availability of modified text, dates of availability May 5, 2000 through May
22, 2000. The Resubmittal package was filed with OAL on July 18, 2000. OAL approved the regulations on August 29,
2000, and filed them with the Secretary of State on the same date. The regulations became effective on September
29, 2000.
