On July 18, 2001, the final rulemaking file and regulations were submitted to the Office of Administrative Law for review and filing with the Secretary of State. OAL approved the amendments on August 29, 2001, and they became effective September 27,  2001. The approved Final Regulation Order contained corrections to the version originally submitted
to OAL.
