FINAL APPROVAL / OAL ACTION
The Rulemaking package was filed with OAL on July 2, 1999. OAL disapproved the package on August 16, 2000. The Final Rulemaking Package was then resubmitted with an addendum to the Final Statement of Reasons and a final version of Incorporated Test Methods on December 15, 1999. OAL approved the file on January 25, 2000, and filed it with the Secretary of State the same day. The regulations became effective February 24, 2000.
