The definition of a bulk plant is; "an intermediate fuel distribution facility where delivery to and from storage tanks is by cargo tank."
To provide further clarification, a bulk plant does not receive fuel by pipeline, railcar or marine barge. Further, a bulk plant may have either underground storage tanks or aboveground storage tanks. A bulk plant may also have an associated vehicle fueling facility.
The ARB is currently revising the executive order for bulk plants.

The ARB has contacted local air pollution control districts or air quality management districts to gather information about active bulk plants. This information will be used to update the executive order.
