Report to the Board on a Health Update: Ozone Exposure and Short-Term Mortality - Two Recent Studies in the United States and Europe  
  Staff will present the results of two recent studies that have found an association between short-term exposure to ozone (daily and weekly) and mortality. These studies, one conducted in the US and the other in Europe, showed that an increase in the ambient ozone concentration was associated with an increase in daily mortality, and more specifically with increases in cardiovascular and respiratory deaths.

Report to the Board on the Draft Report to the Legislature: Indoor Air Pollution in California  
  As required under legislation enacted in 2002 (AB 1173, Keeley), staff have prepared a comprehensive report on indoor air pollution in California. Current scientific studies show that indoor sources of pollutants contribute significantly to serious health impacts including asthma, cancer risk, premature death, increased heart and lung disease, irritant effects, and infectious disease. The quantifiable costs of indoor pollution in California are estimated at $45 billion. While there are a number of regulations and guidelines that address some aspect of indoor pollution, no state or federal agency has a clear mandate and authority to fully and directly reduce indoor air pollution. Alternatives to high-emitting indoor sources are available. Several mitigation approaches are suggested, including indoor source emission limitations and a comprehensive program to reduce indoor emissions.

Report to the Board on an Emergency Regulation: Availability of Stationary Engines (less than 175 hp) Meeting the 0.15 g/bhp-hr Particulate Matter (PM) Standard  
  Staff is currently investigating concerns related to the implementation of the Stationary Engine ATCM and may propose amendments to the ATCM for issues that have come up concerning new Stationary Diesel Engine availability at the Board's March meeting. This ATCM became effective December 8, 2004, and implementation began on January 1, 2005. Some engine and equipment distributors and dealers have expressed concerns over the availability of new engines that are less than 175 hp that meet a 0.15 g/bhp-hr PM standard. Staff's presentation will provide background information and staff's proposal.
