ARB staff will present an Early Progress Plan for 5 areas: Ventura County, Coachella Valley, Eastern Kern County, the Antelope Valley portion of the Mojave Desert Air Basin and the San Bernardino county portion of the Mojave Desert Air Basin. This plan demonstrates progress toward attaining the federal 8-hour National Ambient Air Quality Standard and establishes transportation conformity budgets. | |

Report of the Economic and Technology Advancement Advisory Committee |
As required by AB 32, the Economic and Technology Advancement Advisory Committee (ETAAC) was created to advise the Board on various issues related to AB 32. This report contains the formal advice and recommendations of the ETAAC to the Board. The advice and recommendations address the best technologies and policies for reducing greenhouse gas emissions in California, and the best ways to advance those technologies and policies while strengthening the economy of the State. | |

Public Hearing to Consider Adoption of Proposition 1B Guidelines for Implementation of the Goods Movement Emission Reduction Program |
The Board will consider adoption of the proposed Guidelines to implement this new $1 billion incentive program to reduce diesel emissions and health impacts from freight movement along California's four priority trade corridors. The Guidelines lay out the requirements for funding eligible projects proposed by local agencies and by equipment owners, consistent with implementing legislation. The accompanying Staff Report recommends that the Board establish funding targets for each corridor and each source sector, as well as approve up to $25 million in early grants for specific emission reduction projects proposed by local air districts. | |

Report to the Board on the Success of Air Pollution Controls in California: A 40th Anniversary Retrospective |
This presentation will highlight the success of the ARB and other public agencies' programs in reducing air pollution in California over the last 40 years. It will compare current air quality in California with projections of air pollution levels in the absence of regulatory controls. The presentation will cover both major criteria pollutants and several high-risk toxic compounds, from the standpoint of emissions, ambient air quality, health impacts, and economic valuations. | |
