98-3-1 Public Meeting to Consider an Overview of the Office of Legislative and Intergovernmental Affairs

Staff will give a presentation on the mission of the Legislative and Intergovernmental Affairs office and a recap of the 1997 legislative year.

98-3-2 Public Meeting to Consider a Draft Resource Document Which Identifies Achievable Performance Standards and Emerging Technologies for Stationary Sources

Staff will summarize efforts underway to assist the districts in identifying potential sources of emission reductions and share with the Board a draft resource document that will be provided to district staff for comment. This resource document identifies the most effective control strategies that can be implemented now as well as emerging technologies under development that may offer additional emission reductions in the future.

98-3-3 Public Meeting to Consider Research Proposals:

Proposal Number 2354-202 entitled "Development and Validation of Databases for Modeling Biogenic Hydrocarbons in California's Airsheds," submitted by the University of California, Los Angeles, for a total amount not to exceed $258,707.

Proposal Number 2347-202 entitled "Adapting Biological Fingerprinting Methods to Source Apportionment for Fugitive Dust," submitted by the University of California, Davis, for a total amount not to exceed $408,931.

Proposal Number 2355-202 entitled "The Effect of Smoke from Rice Straw and Other Vegetative Residue Burning on Airway Inflammation and Pulmonary Function in Healthy, Asthmatic and Allergic Individuals," submitted by the University of California, San Francisco, for a total amount not to exceed $374,825.

98-3-4 Public Meeting to Consider Approving California's 1990 Small Off-Road Engine Emission Inventory

The Board will be asked to approve the staff's revisions to the small off-road engine emissions inventory. This is a follow-up to the November 1997 AB 2174 required hearing.

98-3-5 Public Hearing to Consider Amendments to the Small Off-Road Engine Regulations

Staff is proposing amendments to the 1999 small off-road engine regulations. The amendments include a one-year delay in the implementation of the 1999 standards, relaxation of emission standards for non-handheld engines, emissions durability requirements, averaging/banking/trading, harmonization with the U.S. EPA's diesel engine regulations and production line testing.

98-3-6 Public Meeting to Consider a Resolution Directed to U.S. EPA

The Board will consider a resolution directed to U.S. EPA urging U.S. EPA to recognize the partnership between local, state, and federal governments, as mandated by the federal Clean Air Act, and to act as a partner by recognizing effective state/local programs which achieve the federal standards.

Open Session to Provide an Opportunity for Members of the Public to Address the Board on Subject Matters Within the Jurisdiction of the Board

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board’s jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.
