00-9-1 Public Meeting to Consider the Adoption of the Proposed Risk Reduction Plan for Diesel-Fueled Engines and Vehicles

The Diesel Risk Reduction Plan (RRP) defines a comprehensive program to further reduce emissions and resultant health risks associated with emissions of diesel particulate matter (PM). The RRP identifies categories of diesel-fueled engines; estimates diesel PM emissions; characterizes ambient and near source risks; identifies available control options; and recommends measures for regulatory development.
   
00-9-2 Public Meeting to Consider the Adoption of the Proposed Risk Management Guidance for the Permitting of New Stationary Diesel-Fueled Engines

The Risk Management Guidance provides Districts with diesel-specific permitting guidance for new stationary diesel-fueled engines.
   
00-9-3 Public Hearing to Consider the Adoption of a Regulation Pertaining to the Conditional Rice Straw Burning Permit Program

Section 41865 of the Health and Safety Code requires the ARB to adopt regulations for the issuance of conditional rice straw burning permits in the Basin. Beginning in September 2001, county air pollution control officers may grant conditional rice straw burning permits only if the agricultural commissioner and the applicant have met specified conditions. The ARB regulations will establish a framework for disease verification and permit issuance. The permit program will be locally adopted by the Sacramento Valley Basinwide Air Pollution Control Council in accordance with these regulations.
   
00-9-4 Public Hearing to Consider the Adoption of Amendments to Regulations Regarding the Conflict of Interest Code of the Air Resources Board

Biennial update to the ARB's Code as required by the Fair Political Practices Commission. The proposed amendments reflect changes in the titles of professional classifications that are required to report and the reorganization of the Technical Support Division into the Planning and Technical Support Division.

OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON SEPTEMBER 28 WILL BE HEARD BEGINNING AT 8:30 A.M. ON SEPTEMBER 29.

THE AGENDA ITEMS LISTED ABOVE MAY BE CONSIDERED IN A DIFFERENT ORDER AT THE BOARD MEETING.
