03-8-1 Public Meeting to Consider a Health Update

Staff will present an overview of the health benefits resulting from reducing air pollution. Methodologies and results of Dr. Gilliland and colleagues regarding school absenteeism and exposure to air pollution will be discussed. ARB staff have extended this similar methodology to the entire state.

03-8-2 Public Meeting to Consider a New State Strategy for the California State Implementation Plan (SIP)

Staff will recommend Board approval of commitments to develop new, short-term statewide measures to reduce ozone and particulate matter. Staff will also recommend approval of an additional long-term strategy to further reduce emissions in the South Coast Air Basin by the 2010 attainment deadline for the one-hour federal ozone standard.

03-8-3 Public Meeting to Consider the 2003 South Coast SIP

Staff will recommend Board approval of revisions to the SIP for attaining or maintaining the federal air quality standards in the South Coast Air Basin for one-hour ozone, particulate matter (PM10), carbon monoxide (CO), and nitrogen dioxide (NO2), plus an updated SIP for PM10 in the Coachella Valley.

03-8-4 Public Hearing to Consider Adoption of the Heavy-Duty Diesel Engine Software Upgrade Regulation (Chip Reflash)

PLEASE NOTE: THIS ITEM HAS BEEN POSTPONED

Staff will propose adoption of regulations that will require owners of 1993-1999 heavy-duty diesel trucks to have low-NOx software installed. Engine manufacturers were required to develop and provide the software under federal Consent Decree/California Settlement Agreements, to partially mitigate off-cycle NOx emissions.

03-8-5 Public Meeting to Consider a Status Report on the Use of Cleaner Fuels and Efforts to Reduce Emissions from Locomotives and Marine Vessels

Staff will update the Board on the ongoing efforts to ensure the use of cleaner fuels, and current efforts to reduce emissions from locomotives and marine vessels.
 
     
03-8-6 Public Meeting to Consider a Review of Air Quality Legislation for 2003

Staff will present a review of air quality legislation considered during the 2003 legislative session, including legislation that was enacted and will take effect January 1, 2004.
 
     
OPEN SESSION TO PROVIDE AN OPPORTUNITY FOR MEMBERS OF THE PUBLIC TO ADDRESS THE BOARD ON SUBJECT MATTERS WITHIN THE JURISDICTION OF THE BOARD

Although no formal Board action may be taken, the Board is allowing an opportunity to interested members of the public to address the Board on items of interest that are within the Board's jurisdiction, but that do not specifically appear on the agenda. Each person will be allowed a maximum of five minutes to ensure that everyone has a chance to speak.

THOSE ITEMS ABOVE WHICH ARE NOT COMPLETED ON OCTOBER 23 WILL BE HEARD BEGINNING AT 8:30 A.M ON OCTOBER 24.
