99-3-3 Public Meeting to Consider a Draft Report: Planned Air Pollution Research for Fiscal Year 1999-2000

SUMMARY OF AGENDA ITEM:

This report presents the Air Resources Board's Planned Air Pollution Research for Fiscal Year 1999-2000. Fifteen projects are proposed. Seven were recommended for funding and eight were recommended if funding is available. Research this year will be concentrated in two areas: particulate matter studies and improvement of emission inventories. The proposed research budget for fiscal year 1999-2000 is $2,8000,000.

99-3-4 Public Meeting to Consider Fiscal Year 1998-99 Grant Awards for the Rice Straw Demonstration Project Fund

SUMMARY OF AGENDA ITEM:

The Air Resources Board staff gave a brief update on the progress of rice straw projects awarded grants in fiscal year 1997-98, presented project and evaluation summaries for the four projects recommended for fiscal year 1998- 99 grant awards, and presented a recommendation for modifying the funding criteria to allow reallocating grants in the event that unspent grant money is made available as a result of grants being terminated.

The Board passed a resolution awarding grants from the Rice Straw Demonstration Project Fund totaling $2,250,000 for the following four projects:

Phase One Development of the Agriboard Industries L.C. Rice Fiber Based Structural Panel Plant in Sacramento Valley, California, by Agriboard Industries L.C., for $665,000;

Medium Density Fiberboard Manufactured from Sacramento Valley Rice Straw Residuals, by Louisiana-Pacific Corporation for $565,753;

Colusa Rice Straw Project, by Enviro Board Corporation, Inc., for $500,000; and

Production of Citric Acid From Sacramento Valley Rice Straw, Arkenol Holdings, L.L.C., for $519,247.

The Board also passed a resolution to amend the funding criteria to allow reallocating grants in the event that a grant is terminated, leaving unspent grant money.
