Considering there were 78 projects, there was an opportunity to
potential explore using PHEVs under a variety of settings and
yield data from a broader perspective. One of the problems with
the original electric vehicles was they worked great in a
controled environment and passed factory tests for performance,
but when it came to real world use, they didn't perform as
research and tests said they would.
